State Treasurer Dale R. Folwell, CPA, announced today that Greg C. Gaskins will leave his position as Secretary of the North Carolina Local Government Commission (LGC) and Deputy Treasurer of the State and Local Government Finance Division (SLGFD) on Nov. 30, 2020. Greg has served admirably in these positions since February of 2015. Sharon Edmundson, currently Director of the Fiscal Management Section, will be promoted effective immediately to Deputy Treasurer and Division Director of the SLGFD. She will succeed Gaskins as Secretary of the LGC on Dec. 1, 2020.
As both a former departmental attorney to ex-Treasurer Harlan Boyles and as former Chief Financial Officer for the City of Charlotte, Gaskins brought a wealth of expertise, knowledge and experience to his work as Secretary and leader of the Division.
“Greg’s public service exudes the highest levels of integrity, ability and passion. But for his leadership and encyclopedic knowledge, the state and local governments wouldn’t be in the financial position to flatten the economic curve in North Carolina. He will always be the ambassador of that division,” said Treasurer Folwell. “In addition, he streamlined the LGC meeting agendas; focused on solutions to issues facing smaller rural governments experiencing economic uncertainty; and championed ideas for viable utilities that the General Assembly enacted into law. His leadership also has moved the Division forward to more effectively use the data collected for stronger decision making and action. In his remaining time, he will continue his duties as Secretary, and work on multiple projects to help local governments large and small.”
Edmundson held the position of Director of the Fiscal Management Section of the SLGFD, since 2006. She has worked for the Division for more than 23 years as a member of the Fiscal Management team. She also worked for 10 years in public accounting and four years as an internal auditor. Edmundson currently serves as adjunct faculty at the School of Government at the University of North Carolina-Chapel Hill. She received her B.S. in Business Administration with a concentration in accounting from the University of North Carolina-Chapel Hill and a Master’s in Public Administration at North Carolina State University. Edmundson currently serves as a member of the American Institute of Certified Public Accountants State and Local Government Expert Panel and has served in leadership positions as a member of the N.C. Association of Certified Public Accountants and the Government Finance Officers Association.

The N.C. Department of State Treasurer’s State and Local Government Finance Division handles the sale and delivery of all state and local debt and monitors the repayment of state and local government debt.
The LGC supports the State of North Carolina and over 1,300 units of local government through the sale and delivery of all state and local debt, monitoring of debt repayment, counseling and assisting local governments issuing debt, and monitoring and analyzing the fiscal health and accounting practices of all local governments.
