NC Capital Facilities Finance Agency

The Capital Facilities Finance Agency was established to provide the benefits of tax-exempt financing for qualified nonprofit, private institutions of higher education, private elementary and secondary schools, and a variety of private nonprofit entities that provide services that are in the public interest.  State legislators felt that the people of the State of North Carolina should be given the fullest opportunity to learn and develop their intellectual capabilities and that it was essential for those institutions to be able to obtain financing to be able to construct and renovate their facilities.  N.C.G.S. 159D-36. The NCFFA has the State Treasurer serving as Chair and consists of six additional members:  The State Auditor, and five additional members who are residents of the State and shall not hold other public office.  Of the five members who are residents of the state, one shall be appointed by the General Assembly upon the recommendation of the President Pro Tempore of the Senate and one shall be appointed by the General Assembly upon recommendation of the Speaker of the House N.C.G.S. 159D-38(a).
