January 1, 2017 Dale R. Folwell, CPA Sworn in as N.C. State Treasurer
WINSTON-SALEM, N.C. - The Department of State Treasurer announced today that Dale R. Folwell, CPA has taken the oath of office becoming North Carolina’s 28th State Treasurer. The oath was administered by North Carolina outgoing Supreme Court Justice Robert H. Edmunds, Jr. at a private ceremony in Winston-Salem on January 1. Folwell was elected on November 8, 2016 replacing outgoing Treasurer Janet Cowell who did not seek a third term.
Treasurer Folwell will oversee more than 90 billion dollars in pension investments for the more than 950,000 teachers, firefighters and public employees. North Carolina’s State Health Plan is also a division of the Department of State Treasurer providing health care coverage to more than 700,000 state employees, retirees and their dependents.
“I am honored to assume the responsibilities as the state’s Chief Financial Officer and keeper of the public purse,” said Treasurer Folwell. “I plan on ‘opening the books’ for the people to see where their money is, how it is performing and what fees are being paid. Additionally, I am going to make the state health plan affordable for families while maintaining the state’s AAA bond rating.”
Prior to his election, Folwell was Assistant Secretary of Commerce with the Employment Security Commission. Treasurer Folwell was also a four-term member of the N.C. House of Representatives, including two years as Speaker Pro Tempore as well as serving on the Winston-Salem/Forsyth County Board of Education.
Treasurer Folwell is a graduate of the University of North Carolina at Greensboro, is a Certified Public Accountant (CPA) with a B.A. and Masters in Accounting.
He will attend the formal inaugural ceremony in Raleigh on Saturday, January 7.
