Cowell Announces New Executive Administrator for State Health Plan

Mona Moon, Plan’s former chief financial officer, chosen to lead Plan

RALEIGH, NC – State Treasurer Janet Cowell announced today that Mona Moon, former chief financial officer and current interim executive administrator of the North Carolina State Health Plan for Teachers and State Employees, will become the Plan’s new executive administrator.

“Ms. Moon has an excellent reputation that comes from her 20 years of financial management experience and high level of professionalism,” Cowell said. “I am confident that she has the expertise and vision we need as we work to improve health outcomes and reduce costs for North Carolina citizens.”

Moon joined the State Health Plan in August 2008, where she oversees day-to-day financial and planning operations, including forecasting, budgeting and financial monitoring, contracting and legal compliance, policy analysis and benefit development. Before joining the Plan, she was chief business operations officer for the North Carolina Department of Health and Human Services, Division of Medical Assistance. She also served as principal fiscal analyst for the Fiscal Research Division of the North Carolina General Assembly.

Moon has also held a number of leadership positions in the private sector, including financial manager for Veritas Laboratories Inc. and corporate controller for Admiral Transportation Services Inc.

She received a bachelor’s degree in business administration and a master’s degree in public health from the University of North Carolina at Chapel Hill.

Moon replaces Lacey Barnes, who served as interim executive administrator of the State Health Plan from July 2011 to February 2013.


The North Carolina State Health Plan for Teachers and State Employees provides health care coverage to more than 668,000 teachers, state employees, retirees, current and former lawmakers, state university and community college personnel, state hospital staff and their dependents. The Plan became a division of the North Carolina Department of State Treasurer effective Jan. 1, 2012.
