Cowell Announces Greg Gaskins as Deputy Treasurer for State and Local Government Finance

Raleigh, N.C.—State Treasurer Janet Cowell announced today that Greg Gaskins, former Chief Financial Officer for the City of Charlotte, will become Deputy Treasurer for the State and Local Government Finance Division.

Gaskins served as a key member in the Finance Department for the City of Charlotte for almost three decades, including his time as Chief Financial Officer from 2002 until his retirement in June of 2014. This hiring will mark Gaskins’ second stint with the Department of State Treasurer, where he served as legal and policy advisor from 1979 until 1985. 

“I am thrilled to have a seasoned veteran who has relationships at the local and state government level join us as Deputy Treasurer for State and Local Government Finance,” said Treasurer Cowell. “Greg Gaskins started his career in the Department of State Treasurer under Harlan Boyles. I am delighted to welcome him back after many years of serving as CFO of the City of Charlotte. Mr. Gaskins is forward-thinking, but also practical as a result of his hands-on management at the local level. His experience and knowledge will be particularly helpful as we discuss investment in infrastructure.”

The State and Local Government Finance Division handles the sale and delivery of all State and local debt and monitors the repayment of State and local government debt. Staff counsels and assists local governments in determining the feasibility of projects, the size of the financing and the most expedient form of financing. Additionally, this Division monitors and analyzes the fiscal and accounting practices of all local governments.

In addition to holding a bachelor’s and law degree from Wake Forest University, Gaskins received his Masters of Business Administration from the University of South Carolina.  In 2013, Gaskins also attended the Advanced Program for Trustee Studies at Harvard Law School.

Gaskins begins February 17 and replaces Vance Holloman, who retired from the Department in January 2015 after 8 years as Deputy Treasurer.
