ABLE Program Board of Trustees administers the North Carolina ABLE Program that was established under the Achieving a Better Life Experience Program Trust pursuant to Chapter 147, Article 6F of the North Carolina General Statutes.

The State Treasurer serves as Chair for the North Carolina ABLE Program Board of Trustees.  In addition to the Treasurer, the Board consists of five other members: two members serve ex-officio: the Commissioner of Banks (or designee) and the Secretary of North Carolina Department of Health and Human Services (or designee); one member appointed by the Governor who has experience in investments and finance; one person appointed by the General Assembly upon the recommendation of the Speaker of the House who has experience in advocacy for the disabled and one member appointed by the General Assembly upon recommendation of the President Pro Tempore of the Senate who is an immediate family member of an eligible individual or a guardian of eligible individual

The Capital Facilities Finance Agency was established to provide the benefits of tax-exempt financing for qualified nonprofit, private institutions of higher education, private elementary and secondary schools, and a variety of private nonprofit entities that provide services that are in the public interest.  State legislators felt that the people of the State of North Carolina should be given the fullest opportunity to learn and develop their intellectual capabilities and that it was essential for those institutions to be able to obtain financing to be able to construct and renovate their facilities.  See N.C.G.S. §159D-36. The NCCFFA has the State Treasurer serving as Chair with six additional members:  The State Auditor, and five additional members who are residents of the State and do not hold another public office.  Of the five members who are residents of the State, one shall be appointed by the General Assembly upon the recommendation of the President Pro Tempore of the Senate and one shall be appointed by the General Assembly upon recommendation of the Speaker of the House See N.C.G.S. §159D-38(a).

The Debt Affordability Advisory Committee oversees State management of debt capacity. The Committee annually advises the Governor and the General Assembly on the estimated debt capacity of the State for the upcoming ten fiscal years; oversees the undertaking of an annual debt affordability study and the establishment of guidelines for evaluating the State's debt burden; and recommends any other debt management policies it considers desirable and consistent with sound management of the State's debt.  For more information, see the Debt Affordability Advisory Committee web page.

The State Treasurer serves as Chair.  In addition to the Treasurer, the Committee consists of the following members:  the Secretary of Revenue, the State Budget Officer, the State Auditor, the State Controller, two members of the public appointed by the President Pro Tempore of the Senate, and two members of the public appointed by the Speaker of the House. The Local Governmental Employees' Retirement system administers and is responsible for the proper operation of the Retirement System for local government employees.

The Local Governmental Employees' Retirement System Board of Trustees consists of thirteen members.  The State Treasurer is the Chair.  In addition to the Treasurer, the Board consists of: the Superintendent of Public of Instruction and three other members of the Teachers and State Employees' Retirement System Board of Trustees. 

Each of remaining eight members, who are designated by the Governor, must be one of the following:  (1) mayor or member of a governing body of a city or town participating in the Retirement System; (2) a county commissioner of a county participating in the Retirement System; (3) a law enforcement officer employed by an employer participating in the Retirement System; (4) a county manager of a county participating in the Retirement System; (5) a city or town manager of a city or town participating in the Retirement System; (6) an active, local governmental employee; (7) a retired local governmental employee; and, (8) an active or retired member of the Firemen's and Rescue Squad Workers' Pension Fund.  N.C.G.S. 128-28(c).

The Local Government Commission provides oversight and assistance to local governments and authorities in financial and debt management practices and to provide guidelines, oversight and approval of the issuance of debt for all local units. The State Treasurer serves as Chair of the Local Government Commission, along with eight additional members. Those members are: the State Auditor, the Secretary of State, and the Secretary of Revenue serve ex officio; the remaining five members are appointed.  Of the appointed members, three are appointed by the Governor; one by the General Assembly upon recommendation of the President Pro Tempore of the Senate, and one by the General Assembly upon the recommendation of the Speaker of the House.  Of the members appointed by the Governor, one shall be, or have been, the mayor or member of the governing board of a city, and one shall be, or have been, a member of a county board of commissioners.  N.C.G.S. 159-3(a).

The Board of Trustees of the State Health Plan Board fop Teachers and State Employees carries out its duties and responsibilities as fiduciaries for the State Health Plan. The Plan administers comprehensive group health plans for teachers, state employees, retirees, current and former lawmakers, state university and community college personnel, state hospital staff and their dependents, that are comprehensive in coverage. The State Treasurer serves as Chair.  In addition to the Treasurer, the board consists of nine additional members:  The Director of the Office of State Budget and Management; two members appointed by the Governor; two members appointed by the State Treasurer; two members appointed by the General Assembly upon recommendation of the Speaker of the House;  and, two members appointed by the General Assembly upon recommendation of the President Pro Tempore of the Senate. 

In making the appointments, the members appointed by the Governor, the State Treasurer and the General Assembly must be composed as follows:  (1) an employee of a State Department, agency, or institution; (2) a teacher employed by the North Carolina public school system; (3) a retired employee of a State department, agency, or institution; and (4) a retired teacher from a North Carolina public school system. The appointments must have the following expertise:  (1) actuarial science or health economics; (2) health benefits and administration; (3) health law and policy; and (4) physicians who are licensed to practice medicine in North Carolina. §N.C.G.S. 135-48.20.

The Supplemental Retirement Board of Trustees administers the Supplemental Retirement Income Plan that was established under the North Carolina Public Employee Deferred Compensation Plan and the North Carolina Public School Teachers' and Professional Educators' Investment Plan. N.C.G.S. 143B-426.24 and N.C.G.S. 115C-341.2.

The State Treasurer serves as Chair for the Supplemental Retirement Board.  In addition to the Treasurer, the Board consists of eight other members:  six members appointed by the Governor who have experience in finance and investments, one of whom shall be a State employee and one of whom shall be a retired State or local governmental employee; one person appointed by the General Assembly upon the recommendation of the Speaker of the House; and one member appointed by the General Assembly upon recommendation of the President Pro Tempore of the Senate.  N.C.G.S. 135-96.

The Board of Trustees of the Teachers' and State Employees' Retirement System is the general administrator and has the responsibility for the proper operation of the Retirement System.

The State Treasurer serves as Chair.  In addition to the Treasurer, the Board consists of twelve other members:  the Superintendent of Public Instruction, and nine members to be appointed by the Governor and confirmed by the Senate. Of those nine members, the following qualifications apply, (1) a member of the teaching profession of the State, (2) a representative of higher education, (3) a retired teacher drawing a retirement allowance, (4) a retired State employee who is drawing a retirement allowance, (5) a general State employee, (6) a law-enforcement officer employed by the State, (7) an active or retired member of the NC National Guard, and (8 &9) two people who are not members of the teaching profession or State employees.  The final two  members shall be appointed by the General Assembly, one of whom is recommended by the President Pro Tempore of the Senate, and the remaining upon the recommendation of the Speaker of the House, neither of these members may be active or retired teachers, State employees, or employees of a unit of local government. N.C.G.S. 135-6.
