More ARPA resources for local governments are now available from the U.S. Treasury and the UNC School of Government

The US Treasury has published a template for counties and cities that must file the annual Recovery Plan Performance Report. This report must be filed annually with the Treasury by July 31 (with the last report due March 31 and must be published on the reporting entity’s website). The template can be found on the UST webpage here. Look for the section called For States, territories, and metropolitan cities and counties with greater than 250,000 residents. This report is required of all metropolitan cities and all counties with a population over 250,000. 

The US Treasury has also released an update of its compliance guide for ARPA funds. Version 2.1 of the Compliance and Reporting Guidance for State and Local Fiscal Recovery Funds is now available here and provides additional information each recipient’s reporting and compliance responsibilities.  

Finally, the UNC School of Government and several partners recently offered a Basics of American Rescue Plan Act webinar series. This series was recorded and is available on-demand for viewing. Fourteen modules are available on topics including budgeting and accounting, auditing and internal controls, compliance, and more.
