Free NCDOR Workshops: County & Municipality TR Form Reporting / Sales & Use Refunds and Distributions

NCDOR's local government division is presenting the following workshops for county and city finance staff and property tax staff.  Come and learn how your city or county interacts with the Department and about the distributions that you receive.

The morning workshop focuses on forms submitted to the NCDOR Information Unit (TR-1, TR-2, AV-50) to report local property tax values and levies, and will be offered at eight different locations throughout the state (longer description below). The afternoon workshop focuses on Refunds and Distributions, and will be offered at ten different locations throughout the state (longer description below).

Local Government Workshop on Forms (TR-1, TR-2, & AV-50 Forms), morning workshop:

Counties & municipalities are required to submit the TR-1/TR-2 and AV-50 forms to the NCDOR each year.  The purpose of this workshop is to review these forms; what they are, how they are used, and how to fill them out.  Your finance staff and property tax staff can learn how the values and levy data they input onto these forms is used by the NCDOR and DPI to distribute sales tax funds and school funds back to the counties and municipalities.  NCDOR Information Unit staff will be on hand to educate everyone on the processing of these forms, inform you about possible impacts to your city or county, and to answer specific questions.

The TR 1 & TR-2 “County/Municipal Certifications of Valuation and Property Tax Levies" forms report value and levy data that is used by the NCDOR to distribute sales tax back to the counties and municipalities, and by the Department of Public Instruction to determine eligibility for counties to receive school funding.

The AV-50 “Annual Report of Tax Relief Granted by Exemption or Exclusion" forms are submitted each year to report information related to exempt and excluded value, for the purpose of statistical tracking and policy making.

Local Government Workshop on Distributions and Refund Claims, afternoon workshop:

This workshop is designed for finance officers, public school system personnel, and local government employees who want to learn more about the distributions they receive and their claims for refund of Sales and Use Taxes. Participants will receive training on how to properly file E-585 claims for refunds, and gain a greater understanding of the request for refund process. You will learn the basics about the distributions that local governments regularly receive including a detailed overview of the sales tax distribution. We will also review specific details of any new law changes as passed by the General Assembly. Officials with the NC Dept. of Revenue will be on hand to educate, discuss technical issues, and answer questions.

Sessions begin at 1 PM and are scheduled to last until 5 PM.
