| Description of Work: | The Program Officer will be responsible for conducting research and assisting in the development of new programs that advance HWTFC’s preventive health mission. This position interacts regularly with numerous stakeholders in the development of these special initiatives. These stakeholders include public health interests; advocacy groups; health care providers; non-profit organizations; the NC General Assembly; private trusts, foundations and other grantors; and officials in local, state and federal government. The position is also responsible for identifying potential public or non-profit agencies that can implement the new project. Once the special project is funded by HWTFC, the position will be responsible for managing the external contractor and/or agency in cooperation with the Finance Director and Administrative Officer, to ensure that the HWTF’s goals and statutorily assigned responsibilities are met by the individual project. This process includes ensuring the timely submission of evaluations of individual grantees’ performance. The position also works closely with the Evaluation Officer to ensure that the design of the evaluation process is sound and that sufficient data are systematically recorded and evaluated so that HWTF can determine the efficacy of its initiatives. This position also works closely with the Executive Director and HWTF’s Social Marketing and Communications Officer in the development of social marketing campaigns aimed at addressing the special projects that they are managing. The position also consults with the Finance Director on budget matters and coordinates with the Administrative Officer on procedures related to implementation. This position reports directly to the Executive Director. |

| Competencies/Knowledges, Skills & Abilities: | The Program Officer is also responsible for the development of policy papers and other technical materials intended for public dissemination relating to the Commission’s initiatives and/or to new program areas. The Program Officer will be expected to maintain thorough and extensive knowledge of current public health policies, trends and related issues that are relevant to the projects they are currently working on. This requires analysis of state and national health care legislation and their effect on public and private organizations at the local, regional, state and national level. Research findings and results are used to draft white papers, policy proposals, legal memoranda, legislative briefs and other documents for review and by the Executive Director. |

| Minimum Training and Experience Requirements: | Masters degree in public health or related field and at least 2 years of progressively responsible experience OR undergraduate degree from a four-year college / university in public health or related field and four years of progressively responsible experience. |
