| Description of Work: | This position will serve as the Human Resources Director for the North Carolina Department of State Treasurer. The successful candidate will provide professional leadership in human resources best practices that support the organization in achieving stated business and strategic goals and objectives. Work involves developing and maintaining productive collaborative work relationships and assessing and responding to apparent and underlying organization needs. The Director will interpret policies and practices in context of the organization’s needs and in alignment with the organization’s best interests and advise management regarding decisions that are impacted by laws, policies, and procedures. Duties include supervising a staff of four and providing managerial and administrative oversight over recruiting and selection, payroll actions, performance management, compliance with employment laws and employee relation programs, agency training programs, safety and will serve as the H/R expert for strategic planning. |

| Competencies/Knowledges, Skills & Abilities: | This position requires the ability to assign work and supervise subordinates in performing basic personnel duties; to exercise judgment and discretion in applying and interpreting numerous official personnel rules and procedures; and to meet and deal effectively with superiors, associates, agency employees, job applicants, and the general public. Considerable knowledge of the organizational structure and programs of the agency to which assigned; general knowledge of basic personnel principles and practices; and of human behavior and group dynamics from a personnel standpoint and their effects on work assignments and performance, agency objectives, and employee-employer relations. |

| Minimum Training and Experience Requirements: | Graduation from a four year college or university, and three years of personnel experience in a specialist or administrative capacity involving the development of proposed policies and implementation procedures, and the application and interpretation of personnel policies in a variety of personnel programs such as position management, employee relations, recruitment; or, an equivalent combination of training and experience Managerial Preferences: More than five years experience as a Human Resource Director. Provide copy of most recent work plan and annual evaluation as part of the applciation.
