The N.C. Department of State Treasurer, Human Resources Office is open from 8:00 AM to 5:00 PM, Monday through Friday. To apply for a position, complete and submit a State Application for Employment (PD-107).

  • Resumes will not be accepted in lieu of a State Application for Employment. Also, "See Resume" will not be accepted under the listing of job duties and responsibilities on the State application form.
  • A separate application must be submitted for each listed vacancy. The vacancy number must be included on the application. If a single application is submitted for multiple vacancies, it will only be considered for the first choice listed on the application. Applications containing no vacancy number will be considered unsolicited.
  • All applications submitted for Accounting or Financial positions with requirements for semester hours in accounting or finance must include official transcripts showing the number of semester hours in accounting.
  • Degrees must be received from appropriately accredited institutions.

Description of Work:The occupant of this position will work under limited supervision of a supervisor or team leader in the Accounting Section of the Retirement Systems Division of the Department of State Treasurer.

This person will primarily perform duties associated with the enrollment of new retirees in the State Health Plan (SHP). This person will also process changes to benefit plans during open enrollment periods. Responsibilities will include determining eligibility for health coverage, determining type of coverage, recording of proper effective dates for health coverage, and acting in the capacity of liaison between the retirement system (RSD) and the State Health Plan (BC/BS). In this role the occupant of this position will assist retirees who have health insurance issues related to insurance enrollment, answer health insurance questions from RSD staff members, process large numbers of enrollment applications during open enrollment periods, and forward completed enrollment forms to SHP in a timely manner.

This person must be a team player, courteous and patient while understanding how health insurance affects retirees, and be eager to assist retirees and RSD staff as necessary. The occupant of this position must be conscientious, highly detail oriented, and able to multi-task. Occasionally, the occupant of this position may be asked to participate in performing other duties or in team-based operational improvement efforts in support of the mission and strategic goals of the Retirement Systems Division.
