Return to Work Guidance Released
During the 2005 session of the General Assembly, legislators made significant changes to the laws governing retiree re-employment with a state employer. The Retirement Systems Division today released the attached guidance regarding the new laws. The guidance is available for employees and retirees at www.nctreasurer.com.
Please encourage employees and retirees in your government unit to read the guidance before making any retirement or re-employment decisions. Questions regarding the return to work law changes can be directed to the Retirement Systems Division at the following numbers:

2005 Legislative Digest Released for TSERS
The Legislative Digest for the Teachers’ and State Employees’ Retirement System (TSERS) was released today and is attached to this Update. The Digest summarizes legislation passed during the 2005 session that affects members of TSERS. Key highlights of the Digest include:
- A 2.0 percent Cost-of-Living Adjustment granted to retirees of TSERS;
- A $25 million payback to TSERS for the funds diverted in 2001; and
- Continued funding support for ORBIT (Online Retirement Benefits through Information Technology), which is a 4-year project to rebuild the Retirement Systems Division’s technology infrastructure.

The Legislative Digest for the Local Governmental Employees’ Retirement System (LGERS) was released today and is attached to this Update. The Digest summarizes legislation passed during the 2005 session that affects members of the local government system.
Key highlights of the Digest include:
- A 2.5 percent Cost-of-Living Adjustment granted to retirees of LGERS; and
- Continued funding support for ORBIT (Online Retirement Benefits through Information Technology), which is a 4-year project to rebuild the Retirement Systems Division’s technology infrastructure.

Retirement Monitor Update: September 27, 2005
Local Government Disability Trainings Scheduled for October
The Employer Education and Services Unit (EESU) of the Retirement Systems Division will conduct two disability retirement training sessions for local government employers during October. Sessions will be held in:
- Rutherfordton, NC on October 19, 2005, and
- Burlington, NC on October 26, 2005
Both sessions will begin at 9:00 am and end at approximately 4:00 pm. The sessions will cover eligibility, disability application processes, Medical Board review processes, payments, earnings restrictions, re-employment, conversion from service to disability and from disability to service, along with many other topics.
