William Sloan
November 16,1865 - January 1, 1866
William Sloan served the briefest term of any State Treasurer. He was appointed by provisional Governor William W. Holden and held office until elected officials took office January 1, 1866. He served as a delegate to the Constitutional Convention of 1865-1866 and was chairman of the Convention's redistricting committee.
As Treasurer, Sloan was accused of selling a large quantity of the State's cotton to a business partner at prices well below market value. Opponents accused him of attempting to defraud the State of $500, a large sum of money at that time.
Following his brief term as Treasurer, Sloan became president of the Wilmington, Charlotte and Rutherford Railroad and was implicated in the widespread railroad bond frauds, which occurred during the Reconstruction Period.1
