Services
The Investment Management Division serves as the investment arm for the Department of State Treasurer. Its functions can be categorized into two major areas of responsibility:
- Management of the combined assets of the North Carolina Retirement Systems. This is referred to as the Trust Funds Investment Program.
- Management of the assets of the Cash Management Program.
The Division is designed so that the organizational structure is as flat as possible. This allows for stability in managing a complex investment program.
The State Treasurer administers both the Cash Management and Trust Funds Investment Program. The Treasurer is directed by statute to “establish, maintain, administer, manage and operate” investment programs for all funds on deposit, pursuant to the applicable statutes. In doing so, the Treasurer “shall have full power as a fiduciary” and shall manage the investment programs so that the assets “may be readily converted to cash as needed.”
